[69] They conducted experiments with drug-induced hypnosis and with anterograde and retrograde amnesia while under the influence of such drugs.

Kinzer spent several years on research into MK-Ultra; he described it as the "most sustained search in history for techniques of mind control". [7] Kinzer collected information by wide investigating, interviews, and unpublished reports that were released when Gottlieb died. [10] The program engaged in illegal activities, [11] [12] [13] including the use of U.S. and Canadian citizens as unwitting test subjects. [11] :74 [14] [15] [16] MKUltra's scope was broad, with activities carried out under the guise of research at more than 80 institutions aside from the military, [17] including colleges and universities, hospitals, prisons, and pharmaceutical companies. [18] The CIA operated using front organizations, although some top officials at these institutions were aware of the CIA's involvement. [11] Ben: Kinzer connects the creation of the CIA itself to our government’s struggles to put up a fight against Hitler and the Third Reich in World War II. Many of the tests were conducted at universities, hospitals or prisons in the United States and Canada. Most of these took place between 1953 and 1964, but it’s not clear how many people were involved in the tests—the agency kept notoriously poor records and destroyed most MK-Ultra documents when the program was officially halted in 1973. No judicially crafted rule should insulate from liability the involuntary and unknowing human experimentation alleged to have occurred in this case. Indeed, as Justice Brennan observes, the United States played an instrumental role in the criminal prosecution of Nazi officials who experimented with human subjects during the Second World War, and the standards that the Nuremberg Military Tribunals developed to judge the behavior of the defendants stated that the 'voluntary consent of the human subject is absolutely essential [...] to satisfy moral, ethical, and legal concepts.' If this principle is violated, the very least that society can do is to see that the victims are compensated, as best they can be, by the perpetrators.
